Congress released its vision document for Uttar Pradesh from UPCC headquarters .The document has the start line, "Nav UP, Nav Vikas" which further 9 adhars for the new Uttar Pradesh . They are ( 1. Jeevika and Rozgar 2. Sammta aur Samman – Samajik, Arthik , Chetriya 3.Suraksha 4. Pardershi and Jawab deh Sarkar 5. Bijli , Pani , Sadak , Parivahan 6. Shiksha ka adhikar and adhunik taknik 7 Swastha Suvidha . 8 Poshak Aahar 9. Vikshit , Shahar , Kasbe , Gaon .) . The vision document was released jointly by UPCC President Dr. Rita Bahuguna Joshi and Union Minster Shri Salman Khursheed . It promises to generate 20 lakh jobs in the next five years, revamping polytechnics, a green revolution in the state and agricultural loan at six per cent.

The document seeks to empower the minorities by providing the socially and economically backward minorities sub-quota in government jobs and educational institutions. The document tell the vision of the congress party to set up 1000 skill development centers in the Uttar Pradesh to train 20 lakh youth per year for the jobs . Congress government in the state shall work such that UP grows at the rate of 9-10% for 10 year so that development takes and job are created. Moreover Industrial revival of the state is also promised by opening more than 40 clusters across UP with modern technological applications with revival of the handloom sector in main focus and paying attention to the problems of the bunkar community. The document also promises to revamp procurement system and reform mandi legislation so that the farmers get their due for the crops and special impetus will be given for catalyzing dairy revolution in the state. Congress shall work progressively for the betterment of dalits , ati dalits and most backward classes .

The congress government in the state shall remove lawlessness and make police station accessible to every citizen. The document says to ensure minimum 8 hours of electricity supply to the farmers and connect all habitations with population above 1000 with drinking water supply. Education is the key development parameter hence the document focuses in making quality education accessible to one and all and also making sure that functional public health centers with a doctor are available within the short distance of every village of UP .

The vision document shall focus to revolutionize the transport facilities by brining a Delhi like Metro at Lucknow, Allahabad, Kanpur, Meerut, Varanasi and Agra and connect all the villages by all weather roads . In all the document tell about the vision of the congress party to provide clean , pro – poor and pro- development government focusing on holistic development for one and all without any discrimination with a policy of social inclusion.
